Chinese border residents are the main operators of the border-people's trade. Corresponding persons from neighboring countries may set up stores in the border-people's mutual trade zone to carry out border-people's mutual trade and go through the formalities in accordance with the requirements of the relevant competent authorities of China and the regulations on the management of border-people's exchanges in the relevant provinces and districts.
Commodities imported by the border people through the border people's mutual market trade are exempted from import tariffs and import link taxes if their daily value per person is less than the amount stipulated by the State, with the exception of the commodities in the List of Commodities Not Exempted from Tariffs and Duties. For imported commodities subject to limited management, the duty-free quantity shall not exceed the amount stipulated in the List of Non-Duty-Free Commodities and the value shall not exceed the amount stipulated by the State.
Commodities imported in the border trade may be used for living, production and development of wealth. Border-people's market trade zones, landed processing enterprises and stores should absorb the participation of Chinese border-people in the transportation, handling, production and processing of border-people's market trade commodities, as well as in day-to-day management services, so as to expand the employment of border-people.
Commodities imported through the border-people's mutual market trade may enter the domestic market for circulation and processing after customs formalities have been completed, and the relevant taxes and fees shall be paid in accordance with the law. If the goods belonging to the taxable commodities of consumption tax in the import link are imported through the border trade and need to be circulated and processed in the domestic market, the consumption tax in the import link shall be levied according to the rules when they are imported. Domestic value-added tax and consumption tax shall be implemented in accordance with the relevant provisions.
Border-people's mutual market trade may be settled in local or foreign currencies, and individuals or enterprises may participate in border-people's mutual market trade settlements on behalf of border-people in accordance with the regulations, encouraging the use of local currency settlements and supporting the use of non-cash payment and settlement methods.
